Ballwin Comprehensive Plan

 
 

The i5Group led the Comprehensive Plan for the City of Ballwin, Missouri. Other project partners included Community and Economic Development Solutions and T2 Traffic and Transportation. Ballwin is a city with a population of over 30,000 and has been named multiple times as “One of America’s Best Places to Live” by Money Magazine. The City has also been named as one of the safest cities in America.

The planning process began in Spring 2018 and the plan was adopted in 2019. A robust community engagement process includes three open houses, surveys, small group meetings, a website, and social media.

Low crime, good schools, excellent recreational facilities, and relatively affordable single-family housing has made Ballwin a very desirable community.  However, in many ways, Ballwin is also at a crossroads for its future.  Challenges include declining City revenue because of dependence on retail sales tax, aging population, lack of diversity in housing options, and car-centric development patterns.  The Comprehensive Plan was an opportunity to develop a shared community vision to position the City for future success.

 The plan is expected to result in immediate actions.  Highlights of key implementation priorities include:

  • Working with developers who have expressed interest in mixed-use development that is consistent with the comprehensive plan recommendations.

  • An economic development strategy that is aligned with current retail trends.

  • Priority sidewalk installation and crosswalk enhancements to improve walkability and safety.

  • Updates to the City’s zoning and development regulations to align with comprehensive plan recommendations.

  • Annexation proposals based on analysis conducted during the comprehensive plan.

  • Adoption of a long-term street network plan and access management guidelines.
